Update proposals 0001 and 0002 0001: restructure section 4 around four elements, move detail to an appendix ordered by first reference, add an SVG overview diagram, rename network/ to geography/, and have fetch stages write into a directory rather than return bytes. 0002: mirror that structure, remap the amendment table onto 0001's new sections, and add Table Schema / Data Package as an open question.
