fix: include runtime version in caller update PR titles (#78)
Caller workflow update PRs now identify the target runtime version, for example `chore: update Securefix caller workflows to v0.2.6`. The version comes from the exact source Cargo manifest already used to render the pinned workflow comments. Reusing an existing managed PR also reconciles its title without an extra write when it is already correct.
Validation: distribution tests cover creation and reconciliation, including the exact title PATCH and the unchanged-title no-op. No authorization or merge behavior changes.
