Retire the pre-release debt register into astryx/release_blocks
The register moves to knots; the wiki keeps only what has no owner and no
next action. Version mechanics and the codemods-owed table move to Rulings.
Unfinished rows became one knot (kt-eo47) and five GitHub issues (#5421-#5425);
four rows turned out to be already paid or already tracked.

5391 and 5390 are ours and merged; 4847 is AKnassa's, merged after its
second round. 5324 is drafted approve, not posted. 5287 had no new review
to post — the head never moved.
Each page carries the lesson rather than just the verdict: 5391's self-gate
requested changes on our own draft and changed the shipped fix; 5390 is the
third instance of a wiki-authored key breaking build-sandbox, which makes
the earlier guard a patch (R3d); 4847 is the clean R1e example; 5287's
finding is that 16 core components take isLoading and exactly one makes the
control inert.
