URL field link suggestions no longer skip searching only for http…/#… values — mailto:, tel:, and any relative/protocol-relative path starting with / are now also treated as already-resolved values instead of search terms. Also fixed the suggestion dropdown not following its input when the page (or an inner scroll container, like the block editor sidebar) is scrolled while it's open.
