… define-first step - §5: frame the lens as the three pillars; replace the Security pillar bullet with Efficiency (matching the governing question + /scalable), keep security as a non-negotiable guardrail on all three - §5 + /scalable: if the pillars aren't clear for the decision, define them first (what grows, which horizon, efficiency measured against what) - regenerate harness rule copies; sync global /scalable command
