clr-boot-manager 3.1.1: Commandline completion

This release includes a major bug fix and adds commandline completion for bash and zsh.

Thanks to @lebensterben for the completion code and @chax for the fix causing crashes when the EFI partition was already mounted.

Also thank you to @busykai for for fixing issues with kernel name parsing, @Jacalz for updating referenced URLs to use https and @alunux for updating copyright information.
