chore(ci): configure release/core-2 branch for production releases

• Trigger release workflow on release/core-2 branch only
• Create "Version packages (Core 2)" PR on push
• Publish @latest when PR is merged
• Remove canary, nightly-checks, and preview.retheme workflows (not needed for Core 2)
