v2.30.7 — repo hygiene, lint tooling & t3-tracker fix

Repo hygiene, tooling, and a small bug fix on top of v2.30.6.

Bug Fixes

• T3 usage tracking — t3-tracker no longer silently swallows I/O errors when writing the usage log; failures are surfaced via a diagnostic error log.

Improvements

• Repo hygiene — Removed tracked scratch files (test-ipc/ integration scripts and test_git_workflow.js) from version control and corrected .gitignore.
• Tooling — Introduced an ESLint 9 + typescript-eslint flat config and repaired the previously broken npm run lint script (removed deprecated --ext ts). Unified root/plugin dependency versions and added the missing marked dependency required for a clean plugin build.
