Reviewed upstream changes f9c743a..d7b6783. All changes are documentation/SpecTec/rendering fixes (no semantic changes to test/core):

• Spec rendering: Expand, type crossref, prose title of if, obsolete heading removal, typo fixes
• SpecTec: define soundness rules in SpecTec, simplify Rectype_ok2 judgement
• CI: fix test expects (upstream-only)

Verified locally on Mac (M-series) at d7b6783:

• zig build test: 400/400 passed
• python3 test/spec/run_spec.py --build --summary: 62263/62263 passed (0 failed, 0 skipped)
