chore: initial project setup with Apache 2.0 license and build scripts

Add Apache License 2.0, NOTICE file with copyright and trademark information, and project README. Include ml-labloop KVM isolation harness with automated VM template build scripts (00-build-lab-template.sh, 01-prepare-template-for-cloning.sh) and supporting infrastructure. Add .labloop-public-export marker file and .gitignore for Python artifacts.
