sbom-sentinel v0.3.1 (Windows)

Windows x86_64 build of sbom-sentinel v0.3.1. Fixes scans on Windows reporting zero findings, adds --fail-on <critical|high|medium|low> to scan and report, and fixes scans with a relative --output-dir. Install with Scoop or Chocolatey.
