Since this is run after dropping large binaries in a previous step, this won't impact peak disk space usage, even without that step this should only have an impact when disk space usage is very close to capacity. Cleaning appears to be very slow on Windows, taking 47s on a recent run.
--copt flags are used for both for C and C++ code.
