ci: mandatory - move Bonk to prod account endpoint

This PR moves the Bonk endpoint to a prod account. Please merge this ASAP. This will not interrupt your Bonk usage.

The changes are straightforward: all three workflow files add the same oidc_base_url parameter pointing to a prod account endpoint. This is a CI configuration change with no runtime code, no API changes, no security implications for the workerd runtime itself, and no backward compatibility concerns.
