Removes an ops file and removes the "fog_connection" configuration parameter.

"Fog" leftovers have been removed. The use-external-blobstore.yml ops file no longer adds the
fog_connectionproperty. The unsupporteduse-gcs-blobstore-access-key.ymlops file has been removed.Does this PR introduce a new BOSH release into the base cf-deployment.yml manifest or any ops-files?
