Added the authenticate-with-oidc command which gets a token and sets the CLOUDSMITH_API_KEY environment variable for authentication. (#15)

Updated the install-cli command to download the latest CLI zipapp if pip is not available to install the cloudsmith-cli package from PyPI. (#15)
