Shelly stays ON during SD WAITING state after HA restart – Shellys with "restore last state" turned themselves back on after HA restart while AURUM was in SD WAITING. AURUM only sent turn_off once (on DETECTED→WAITING transition) but never re-enforced it. Device kept running despite AURUM waiting for surplus. Fixed: WAITING state now enforces switch-off every cycle.
