Ok , i have just merged it in cms data , and created a new tag , but it is unused for now , i will start the testing once approved.

@davidlange6 , for now, it is for the tranche-3 and tranche-4 bph official productions which are using cmssw_7_1_X. And it might be useful for 81X production in future as well. Thanks.

@davidlange6 Can this one go in? (81X at least).
I've merged PR #8 on top of this one and they could both go in with cms-sw/cmsdist#2501.
However, if this one still needs some discussion I can revert this one (#6) and for the time being just integrate #8 in 81X_gcc530.
