Adds TOoLLiP version 3 of the Long-Lived Particle (LLP) Jet Tagger in development at UCSD. This version incorporates a binary-classification model trained and tested on data samples with varying LLP mass and proper decay lengths. Decay channels are hh -> 4b and hh -> 4c, where h is an LLP Higgs boson.
