Fix: crash (EXC_BREAKPOINT / SIGTRAP) in RelayChannel

URLSessionWebSocketTask.sendPing can call its callback more than once when the connection drops mid-ping (e.g., network error callback + task-cancellation callback). This caused a Swift CheckedContinuation double-resume, which always crashes.

Added a resumed flag to drop any call after the first.

Also bumped Info.plist version to 0.2.11 so future crash reports show the correct version.
