[Incubation] Microcks Due Dilligence

This PR contains the due diligence for Microcks' application to move to incubated status.

Project application issue: #1552

Overall, the project fulfills all the necessary criteria to move to the next level, and community feedback and adopter interviews reflect this, too. Also, maintainers' responsiveness throughout is highly commendable.

As I mentioned on the mailing list, I fully support the project and their move incubation. I’ve been using microcks for a while and I’ve seen companies using it at scale to improve their software delivery practices, so this is a key project for the ecosystem. 

As part of the TAG dev ex, I’ve seen microcks maintainers being involved with the cloud native community and always pushing for open standards that make the ecosystem grow.
