Describe the problem
I believe this is a regression, while saving a record, I got this error, in previous version, this error is not appearing

What did you do? Describe in your own words.
Saving a record get this.

CockroachDB CCL v21.1.3 - I don't have this error
CockroachDB CCL v21.1.9 - having this error
Trying upgrade to v21.1.11 - still have this error

I'm trying to find a minimal reproduction (a hint is that - I was try saving a really long string - 152KB), in case you already guess why it happening, can ping me so I could stop.

I got the wrong impression, it's not a regression, sadly I couldnt reproduce it, it only happen on prod machine (even if I clone database from prod to local - the query still running fine).
