Covers the four deliverables, the venue-authoring exception to SOURCE.md discipline, publisher preservation, blob-hash staleness detection, the release-boundary true-up cadence, and the style gate. Venue top-level docs/ survives the publish wipe, so no publisher change is needed. Identical file in all four venues.
