Task 4: Service & config detection

Part of epic #1 — Task 4 of the v1 plan.

Goal: cocoa/system/detect.py — per-dir language detection (go/java/csharp/typescript/python) at root and src/, proto discovery, manifest-dir and compose discovery.
Done when: test/test_detect.py passes.
