cocoa.system.build— detect → wiring → analyze → stitch → data-access orchestration, DECLARED-UNUSED annotation on uncalled RPC endpoints, skip-honesty onto the graph, .cocoa/system-graph.json persistence. Workload + wiring flow pinned by spy test. 3 build tests, 49/49 suite.
