cocoa.server(FastMCP, lazy SystemState lifespan: cache → persisted graph → build) +cocoa.tools.system_tools— build_graph, blast_radius, service_graph (HANDLES fallback, artifact-consistent), data_access, query_subgraph; bounded outputs with honest totals + truncated flags;cocoa serve. 5 stdio round-trip tests, 73/73 suite.
