feat/image parameter defaults

Pull request: #16

Provides a mechanism via appsettings.json to establish image resize defaults for parameters which are not specified by the caller - so now defaults are up to the deployment, not just the hard-coded defaults. In addition, changes the quantizer to Wu, which doesn't generate the artifacts we've seen around the edges of non-transparent regions within partially-transparent PNG files
