confer watch --delivery <method> + watch-status confirms wake delivery. A watcher that's
merely running isn't necessarily delivering wakes: a Monitor-hosted watch reaches the agent, a
plain background one streams to a place nobody reads — and both report healthy. The watch now
records a self-declared arming method (the /confer-watch skill passes monitor), and
watch-status reports delivery: monitor — armed to deliver wakes when it's stamped, or warns
"delivery method not recorded — may be running but not waking you" when it can't confirm. The stamp
is a free-string self-declaration, so any harness (not just Claude Code) passes its own label.
