Multi-harness Phase 3 — native Grok Build hooks.

• install-skill --harness grok (or all) now installs confer's native Grok hook at
  ~/.grok/hooks/confer.json — confer's own file (Grok trusts every ~/.grok/hooks/*.json), with
  SessionStart + PreCompact + PostCompact entries and no matcher (Grok rejects a matcher on
  lifecycle events), each running confer session-heal. Claude installs still write the matchered
  SessionStart hook into ~/.claude/settings.json; --harness all installs both.
• Grok skills drop the Claude !`cmd` bang-exec syntax (inert on Grok) for plain inline code
  the agent runs. (The safety-kernel context still needs Phase 4 — Grok ignores SessionStart stdout,
  so it'll be delivered via a file that the skill reads.)
