Phase 5, completed — doctor now inventories every watcher on the host.

• confer doctor prints a host-wide live-watch inventory — every watcher lock under
  ~/.confer/watch, not just the current role: hub/role: live — pid, delivery, version · session.
  This makes a mixed Claude/Grok, multi-session box (grok + grok-b on one host) diagnosable at a
  glance — you see both live watches, not only your own. A live watch with no delivery stamp
  (the silent-death trap — a backgrounded watch whose wakes go nowhere) gets a ⚠ line pointing at
  /confer-arm. Report-only, like the per-role liveness line: runtime state never gates --check.
