feat: polish 3D chat quick actions

What changed

• redesigned the 3D chat quick actions as compact, content-width chips in wrapping Create, Project pulse, and Workflows clusters contained within the left stage viewbox
• added distinct colored icon tiles, asymmetric left-side placement, generous spacing, gentle staggered motion, and an orderly mobile scroller
• limited every create-app quick action to eligible freshly initialized projects in both dashboard presentation and the server launch boundary
• simplified the stage activity label by removing background/provider prefixes
• expanded delegated-work humor to 72 original agency and project-management lines with a seeded shuffled deck, no repeats before reshuffling, and a 20-second display interval
• updated canonical and published dashboard documentation

Why

The previous action matrix stretched controls across narrow grid cells, gave every icon the same signal treatment, and mixed creation, insight, and workflow actions in one dense list. A rigid second column also crowded the avatar. Three create-app actions bypassed the fresh-project restriction applied to Web and Desktop. Stage humor rotated too frequently and could repeat early because each time bucket selected independently.

User impact

The 3D chat stage is easier to scan, more spacious, and visually balanced around the Project Manager. Create-app entry points now disappear consistently after the seed repository changes. Delegated work presents more varied agency humor without live-region churn or rapid repetition.

Risk and rollback

Risk is limited to chat quick-action presentation, create-app eligibility enforcement, and presentation-only humor selection. Roll back this commit to restore the previous layout, eligibility scope, and status-copy cadence.
