Render a menu button next to the comment timestamp that opens an accessible dropdown built with floating-ui. The edit item is not wired up yet. The menu claims Escape in the capture phase: React 16 dispatches all events from the document, so an enclosing popover listening there would otherwise see the key only after closing the menu has removed every trace that it was meant for it.
