v2.8.3 makes Tell a branchable, programmable project workspace while retaining
its non-interactive CLI model. It adds bounded execution controls, provider
catalogue inspection, safer event output, and durable child-agent delegation.

Branchable Tell Workspaces

Tell workspaces can now create, inspect, select, and reset named branches.
Branch-local configuration records runtime intent such as connection and model
selection without storing credentials. Branch heads use validated immutable
history and compare-and-swap publication, so conflicting concurrent updates do
not overwrite one another.

The PHP SDK now exposes Tell requests, results, progress events, workspace
inspection, and conversation views for programmatic integrations alongside the
CLI.

Runtime Control and Inspection

New commands expose the effective configuration and the bundled Polyglot
provider/model catalogue without requiring credentials or network access.
Execution policies bound retries, deadlines, tool calls, and output; signal
cancellation produces redacted, normalized event envelopes.

Tell also adds compatible coding-tool aliases, direct tool dispatch, and a
bounded non-interactive ask_user response path. Model-driven and direct tool
calls use the same validation, sandbox, working-directory, output, and error
policy.

Durable Delegation

Delegated work now runs on a durable reserved child branch. Child agents can
start with either forked parent context or fresh context, and their terminal
status and transcript remain inspectable after a new Tell process starts.
Delegation remains single-depth and sequential.

Upgrade Notes

Existing Tell calls continue to work. Run tell init to use project-local
workspace state, then use tell branch, tell checkout, tell config,
tell providers, and tell models to inspect and control it. No provider
credentials are persisted in workspace records.
