[HTTPXodus] Consider migrating from httpx to httpx2 (the actively maintained fork) #806

Description

@ProgrammerPlus1998

Background

httpx is one of the most important HTTP clients in the Python ecosystem. The last stable release is 0.28.1 (December 2024) — over 20 months ago. Meanwhile, httpx2 is the actively maintained fork by Pydantic Services (with Tom Christie involved), already adopted by Starlette, FastAPI, OpenAI Python SDK, Anthropic Python SDK, MCP Python SDK.

What this looks like for cohere-python

Usage is well-contained — one test file imports httpx directly (tests/test_aws_client_unit.py). Production code uses the provider SDK. Dual-import Option A is the safe path: prefer httpx2 on 3.10+, fall back to httpx on 3.9.

PR ready

A draft implementation is already pushed to ProgrammerPlus1998/cohere-python:httpxodus/httpx2-migration.
