windows: garbled output in dbc install --level system

When I try to install with --level system in an unprivileged powershell shell, I get garbled output and an error about a lock file:

PS > dbc install --level system flightsql
Error: another dbc operation is in progress: fslock: open C:\Program Files\ADBC\Drivers\.dbc.install.lock: open C:\Program Files\ADBC\Drivers\.dbc.install.lock: Access is denied.
PS > [?2027;3$y

We should address the garbled output thing.
