Scaladoc -doc-root-content option

I've moved another sbt project of mine to Mill. I can't quite replicate what I was doing with sbt because of the behavior of Scaladoc. Specifically, the file that I specify using the -doc-root-content option is not used. I tried to move it to various places in the file structure, but no luck. Where should it go to be picked up?

(I can see Rootdoc at $pathStr does not exisits (typo included) in the Scaladoc log, but that doesn't help me much.)

What you tell us is a bit vague to get a full picture. Can you share more or provide a minimal reproducer? What's the commands to reproduce, what's the result and where is the difference to your expectation?

I solved my problem using a full path, but this won't work elsewhere (e.g., on GitHub):

My sbt configuration simply used -doc-root-content ./api.md.
