Initial Release

The inaugural release of UBOM features a very limited set of functionality encompassing part number creation based on sequence definitions and taxonomy definitions, taxonomy exploration of existing parts, and stubbed in new part creation.

At this point we just have a 'part catalog' that organizes viewing parts based on where in the taxonomy they live.
