Add UID-pinned structural ownership, cascading deletion requests, and terminating reconcile semantics for Plugin Resources. Expose constrained label selectors and key-level metadata patches while keeping annotations opaque and non-selectable. Document the admission, retention, deletion, and recovery boundaries for Plugin authors.
