feat: add scoped plugin data directories - #224

Expose host-created global, project, session, and instance scope roots through PluginActivationContext for both in-process packages and isolated runners. Define project as the Plugin workspace boundary, limit configuration layering to global/project/session, and leave each Plugin in control of its internal directory layout. Bump Baton to 0.2.5 and @compforge/baton-plugin to 0.2.2.
