Move Plugin verb execution, Interaction, and HarnessInvocation ownership out of Manager into plugin/verb.ts. Keep ReconcileContext as the current binding while naming the underlying capability independently. Rename the Runner IPC method to verb.invoke and preserve existing behavior and public ManagerOptions contracts.
