refactor: move resource routing into controllers - #277

Let each Controller validate its Sources and interpret Resource changes into reconcile keys, including primary Resource wake-ups and Watch mappings. Keep Manager focused on active Controller filtering, cross-Controller deduplication, enqueueing, and diagnostics. Preserve primary wake-ups when a Watch handler fails.
