docs(vrs): R27 is defined twice in requirements.md

docs/vrs/requirements.md on main (b868a07) defines R27 twice:

• line 137 — R27 Transactional catalog authoring
• line 249 — R27 Typed agent desired state

A PR that cross-references R27 will land pointing at whichever of the two the reader assumed.

Not proposing a resolution — it is your ID space. Noting only, as disclosure, that #77 numbered its two new requirements R29/R30 by appending rather than filling the R12/R18 gaps.

Duplicate of #207 — closing this one and keeping #207, which carries the same finding with more of the detail you would need to act on it (the two introducing commits, 7e1bd02 and 65f82fb, and why the ambiguity bites when a new requirement takes "the next free number").

Both were filed by me within about ninety minutes. My mistake, not a second observation.

The defect itself is unchanged and still live on main: docs/vrs/requirements.md defines R27 Transactional catalog authoring at line 137 and R27 Typed agent desired state at line 249.
