Similar to #635, fixes #317 by ensuring that all Assistant files are
fully processed when being uploaded to a Vector Store before an
assistant is saved. Note that since we use the `message` `attachments`
helper for thread-specific file search documents, these changes only
affect assistant-bound vector stores.
