Adds necessary front-end script and backend components to support
recording conversations in Voice mode.

For now, the feature is gated behind a new
`feature_flags.enable_realtime_recorder` configuration property. Setting
it to true records all conversations. In a future PR, this will be
managed at the assistant level, with UI shown to users about the
recording.
