Patch fix.

IRCXAdapter.connect() now accepts the is_reconnect keyword (and tolerates future kwargs) to match BasePlatformAdapter.connect(*, is_reconnect=False). The gateway passes is_reconnect on its (re)connect path, so enabling the ircx platforms via config/dashboard (rather than relying only on plugin registration) previously raised connect() got an unexpected keyword argument 'is_reconnect' and left both networks stuck in retry. Fixed.
