browser-cookie3 is in the optional "aps" extra, so under the CI and publish
installs (".[dev,mcp]") tools.browser_cookie3 is None and the test failed at
monkeypatch.setattr. Guard it with importorskip, as test_cli_mcp.py already
does for fastmcp; the test still runs and passes where the extra is present.
