Ship it.
- Spec-only change; no app or test files touched.
- Captures the #161 remainder contract (stderr for WriteGate rejects, unknown category persisted as null, duplicate returns existing id) and explicitly locks the allowlist and Pest filter.
- Out-of-scope items and forbidden behaviors are stated clearly; no contradictions with the already-shipped category-optional behavior on master.
- Ready for the night-shift implementation pass.
