This PR modifies protected infrastructure files (Dockerfile and Dockerfile.dist). The PR has no linked issue providing authorization for these changes. The changes are a routine UBI base image digest bump with corresponding RPM lock file updates (source RPM entries added for oniguruma, gzip, jq across aarch64, ppc64le, x86_64). Human approval is always required for protected-path changes.

Suggested fix: Link this PR to an issue that authorizes the Dockerfile changes, or obtain explicit human approval.
