v2.1.0 — v3 visual overhaul, fullscreen setting, in-game update button

Visuals: batched soft particles (no more box halos), Kawase bloom kernel,
neon tracers, layered explosions with a boss variant, chromatic aberration
pulled back from 0.0028 to 0.0006.

Also: FULLSCREEN settings row, an UPDATE AVAILABLE button that self-updates on
Windows, and dashboard clear buttons for stats and the mailing list.
