v1.2.2 - smoother file encoding guidance

Updates GEMINI.md so the agent reads and encodes the file in-process instead of running a shell base64 command (which agent sandboxes like Gemini CLI block as command substitution). Prefer the ctio CLI for a no-base64 path. No tool or config changes.
