usage: aggregate database bandwidth (#59420)

Remove the redundant empty-batch check in audit-log delivery; both Firehose transports already handle empty batches.

Allow database bandwidth events to omit `request_id` for summaries spanning multiple requests. Individual execution events retain their real request ID.

Remove the legacy v1 `ingress` and `egress` counters from the database bandwidth event. The pipeline reads the v2 counters and now tolerates the v1 fields being absent. Note that v1 egress also counted vector-search and snapshot-export reads, which v2 does not; the per-execution event now carries only the v2 view. The test usage logger drops its v1 database counters accordingly.

Treat a missing Glue table as missing when loading it lazily (#59549)

Fix S3 exports failing with `EntityNotFoundException` when a sync page touches a table that isn't in Glue yet. Glue's `load_table` reports a missing table as `ErrorKind::Unexpected` rather than `TableNotFound`, so after #59462 started loading tables lazily, every such page failed and its retries failed too. The writer now checks `table_exists`, which recognizes Glue's `EntityNotFoundException`, before loading.
